Public Records for Barstow
Barstow public records are not held by one desk. The local City Clerk handles municipal records and city request intake. The Assessor-Recorder-County Clerk handles recorded documents, marriage services, fictitious business names, vital-record copy services, property research, and archive referrals. The Superior Court handles court cases and probate. The Sheriff handles custody lookups. California agencies handle statewide licenses, voter-file rules, business entities, privacy programs, and certain vital-record services.

Barstow Recorder Records Since 1958
The recorder index is a public-records tool for deeds, liens, notices, and other recorded documents tied to Barstow names and property. The County ARC official-records page says records are indexed by document number, document date, document title, grantor, and grantee. The property-research page adds the 1958-present line and states that the self-service index is an index only, not a source of document images.
The official-records explainer is the county reference for what the Barstow public records index can identify.
Use the index to identify document references, then use the Hall of Records, copy service, or archive channel for document access questions.

Pre-1958 Barstow Records Path
The 1958 line is the practical split in Barstow public records research. The modern recorder self-service index covers grantor and grantee research from 1958 forward. Historically significant county documents predating 1958 move to the San Bernardino County Historical Archives. The Archives page lists an online collection search, phone assistance, and email assistance, while noting that the archives building has a closure notice.
This older-record path matters for family history, estate questions, early deeds, county registers, and older local-government record groups. Pair it with the Arda Haenszel California Room, where city directories, Great Registers, telephone books, newspapers, and cemetery records can supply names and dates that make an archive request more precise.
Barstow Property Public Records
The assessor portal is one of the most useful Barstow public records tools because it searches by parcel, situs address, and name. govPIMS exposes parcel number, address, street number, street name only, city, state, ZIP, first name, last name, active names, inactive names, formatted name, and unformatted name. Results may include property information, owner history, roll values, parcel history, supplemental history, land, improvement characteristics, and document numbers.
The San Bernardino County property portal is the public assessor access point for Barstow parcel and owner-name clues. The assessor warns that its data is for assessment and is not a legal ownership determination. Use recorded documents when legal title is the issue.
Address clue. A mailing address can point to an owner contact path even when the situs address is the Barstow parcel itself.
Barstow Public Records Portals
Use the office that holds the record before filing a broad request. The Hall of Records is the counter for recorder-clerk services, vital records, document recording, marriage services, and fictitious business names. The Barstow courthouse is the local court contact point. The City Clerk is the local municipal records contact. County NextRequest and ARC's public-records request page are fallback channels for county records not available as normal business services.

Barstow Court Public Records
San Bernardino Superior Court's case information and documents page points users to CAP for case information and document access. The civil document-sales page says remote civil documents are available for documents legally allowed for public viewing and cost $0.50 per page. A docket or index may be visible even when a filing cannot be viewed remotely.
The court document-sales page gives the access and per-page rule for public civil documents.
Call or visit the clerk for case questions, file location, archive status, certified copies, and documents not available through remote viewing.
Barstow Vital Records Access
San Bernardino County ARC issues copies for births and deaths that occurred in the county and marriage licenses purchased in the county. The county page lists mail, in-person, and online ordering paths. Mail certified-copy requests require a notarized application. Informational copies do not require the notary acknowledgment and are marked as not valid to establish identity. Divorce decrees are not ARC records; they belong with the court where the divorce was filed.
The county vital-records page lists applications, fees, copy rules, and current mail-service notes for Barstow public records involving certificates.
County fees listed in the research are $34 for birth, $26 for death, and $19 for marriage, with a 3.5% card surcharge. Effective July 1, 2026, listed mail fees are $3.50 USPS Standard Mail and $29.00 USPS Priority Mail.
Eligibility warning. Certified copies of recent California vital records are limited to authorized persons; informational copies are not identity documents.
Requesting Barstow Public Records
The California Public Records Act, Cal. Gov. Code section 7920.000 et seq., is the fallback for non-exempt records held by state and local agencies. The 10-day period in Government Code section 7922.535 is a determination period, not a production deadline. A request should reasonably describe identifiable records. Barstow's FAQ still cites the former CPRA section 6253, so current copy should use the recodified citation while recognizing older local pages may show the former number.
- Identify the custodian: City Clerk, ARC, Assessor, court, Sheriff, Registrar of Voters, or state agency.
- Check the ordinary portal or counter service first, since many records have set application paths.
- Describe the record by date range, subject, address, case number, parcel, department, or document number.
- Use the city request form, San Bernardino County NextRequest, or ARC's request page as appropriate.
- Pay copy, certification, or statutory fees if they apply, or narrow the request if the agency asks for clarification.
The City of Barstow public-record request form is the local municipal request path when a city record is not already posted or available through a department.
Use the city form for municipal records such as city clerk, permit, code, or department files, then use county portals for county-held records.
The county NextRequest portal is one fallback for San Bernardino County public records that are not already served through an ordinary channel.
For city records, the Barstow FAQ lists paper copies at $0.25 per page except campaign statements and says fax or email records are available at no charge.
ARC Records Request Channel
ARC's public-records request page is not a substitute for normal business services like certificate applications, recording services, or the official-records index. It is the channel for public information in ARC's custody that is not offered through those ordinary services. Use it when the record is held by Assessor-Recorder-County Clerk and the standard portal or application does not answer the request.
The ARC public-records request page provides the ARC-specific request path.
Be precise about parcel numbers, document references, dates, and office divisions so staff can route the request.
- Index
- A search aid that points to a record, not always the record image.
- Certified copy
- An official copy issued under custodian rules and fees.
- Exemption
- A legal reason an agency may redact or withhold part of a record.
- Custodian
- The agency or office that legally holds the record.
Barstow Law Records Access
Barstow Police records start with the police front desk or city CPRA path for releasable reports, logs, and incident material. The Barstow Police Department page lists the front desk, dispatch, office hours, and Mountain View Street location. County custody records use the Sheriff Inmate Locator. That locator exposes booking-number search, name search with DOB or approximate age and gender, projected-release search, and out-of-custody release-date search.
Names may be withheld based on law-enforcement exemptions. The Sheriff's page directs current court-date questions to San Bernardino Superior Court, and released-person case updates to the court rather than the jail system. Megan's Law public disclosure is limited to information California law allows, and not every registrant or offense appears.
What California Keeps Closed
California public records law opens many state and local agency records, but it does not erase confidentiality rules. Voter signatures, full ID numbers, protected voter addresses, some court categories, sealed material, juvenile and adoption records, DMV data, Social Security numbers, recent certified vital records, and confidential marriage records remain restricted or limited to specific requesters.
Safe at Home, the Secretary of State confidential address program, can substitute a mailing address for eligible participants. Court redactions and protected-person address rules can also remove details from otherwise public files. For Barstow public records work, the practical rule is simple: use the official index, then let the custodian decide what can be released.
Lawful use. Use Barstow public records for personal, family, civic, estate, and safety research. Do not use them to stalk, harass, threaten, or intimidate any person.
Barstow Public Records Fees
Several verified fees are worth keeping separate from guesses. Barstow city paper copies are $0.25 per page except campaign statements, while fax or email records may be no charge. County vital-record fees are $34 for birth, $26 for death, and $19 for marriage, plus card and mail charges when used. Superior Court remote civil documents are $0.50 per page when legally viewable. California Room mail-in research is $20 per hour or part of an hour, plus $0.25 per page copies.
